Purpose

  • Responsible for the administration of assigned payroll activities, including, but not limited to: ADP processing service; ADP tax preparation services, preparation and recording payroll journal entries, reconciliation of payroll bank and ledger accounts; and assisting the Payroll Manager with other duties as assigned.  This is a high visibility position that interacts with all employees in the company.

Major Responsibilities

  • Maintain a thorough knowledge and understanding of labor, time and attendance, and pay regulations for a multi-state company with emphasis on California.
  • Administer ADP and related systems in support of the payroll function. 
  • Prepare the payroll calendar and resolve payroll scheduling issues including pay period and month-end reports.
  • Maintain the ADP payroll system set up codes, including earnings, deductions, memo and accumulator codes. Set up new codes as required. Ensure that all codes are properly set up payroll processing and general ledger distribution. Maintain knowledge of the impact on employee pay, employer tax returns, the payroll sub-ledger the general ledger, and the payroll bank accounts.
  • Prepare multi-state payroll and maintain thorough knowledge of multi-state payroll rules, regulations, state disability, and unemployment taxation.
  • Verify ADP invoices; ensure costs are controlled by minimizing the need for amended payroll tax returns and suspending the quarterly filings for taxing entities that are no longer required.
  • Analyze and reconcile employee deductions as required; insurance, 401k contributions and loan repayments, lease car, garnishments, etc. Ensure that garnishments and other third party payments are accurate and on-time. Reconcile garnishment deductions to payments and refunds. Reconcile payroll sub-ledger deductions to the general ledger. Verify with Human Resources that the payments agree with the third party invoices.

Major Responsibilities (continued)

  • Issue short-term disability checks. Reimburse the disability checking accounts for the disability issued through ADP Payroll. Reconcile the disability trust bank accounts.
  • Review quarterly tax filings and Statements of Deposit (SOD) and investigate discrepancies. Verify that ADP is making the tax payments as required to meet deadlines and avoid late payment penalties. Ensure that amended returns are filed when required. Follow-up on amended returns to verify that refunds are received. Follow-up on tax refund checks to verify that they are received.
  • Prepare year-end fringe gross-up and other adjustments and verify that employee W2s are prepared correctly; reconcile W2 filings with the tax returns; answer all employee questions regarding W2s.
  • Prepare pension data schedules for the pension plan actuary; ensure that pension data is accurate and in compliance with Department of Labor regulations; answer all pension questions.
  • Create all payroll reports required by HR, i.e., Dependent Care (DCAP) discrimination testing, 401k discrimination testing, employee compensation for the annual benefits statement, and other ad hoc reports as requested.

Authority

  • Exercise independent decision making regarding the manner in which to create the work product.
  • Identify any system issues with ADP PCPW, ADP Enterprise e-Time, and ADP iPay and coordinate technical assistance between HAEA and ADP.
  • Work product is subject to normal supervisory review.

Education

~ Bachelor’s degree preferred

Related Experience

  • Two to five years of payroll experience in a multistate company including experience with ADP systems (or equivalent).

Skills/Knowledge

  • Knowledge of labor time and attendance and pay regulations (especially California) for a large multistate company. 
  • Advanced skill in Microsoft Excel.
  • Familiarity with ADP or similar payroll application.
  • Thorough knowledge of payroll practices and ability to research payroll issues.
  • SAP ERP system knowledge a plus.

$58,800.00 - $84,000.00 Annual
